Russia’s Federal Security Service head Aleksandr Bortnikov mentioned the threat of Islamic State alongside the threat of the Caucasus Emirate — which he did not name specifically — reflecting a growing concern in Russia about the domestic terror threat posed by IS but possibly indicating a tendency to conflate or at least hint at a correlation between the militant insurgency in the North Caucasus and the rather amorphous threat of “Islamic State radicalization.”
